I work in a restaurant in the old city, where everything is a listed building, ie any changes must be submitted and approved only once, very time consuming. In one window, it pulls so strong that the guests seated there in the winter does not feel good. So we have put a rolled blanket on the window sill. Moved but still.
Then I remembered that my mother against back pain always an old newspaper under the sweater she wears and swears by it, that the newspaper keeps you warm and leaves no draft.
The idea was great. We laid under the covers of old newspapers, so they are not visible from the guests behind the blanket and lay the bottom edge of the window covered. Hooray, it no longer attracts!
